Fiscal Analyst – Division of Regulatory and Fiscal Affairs (RAFA)

Accepting Applications:

The Division of Regulatory and Fiscal Affairs (RAFA), a division under the Legislative Auditor, is seeking applicants for a Fiscal Analyst position. This is a full-time position (35 hours per week) that offers a starting salary of $46,350 ($49,350 for a relevant Master’s candidate) as well as a suite of competitive fringe benefits.

RAFA’s Role:

During the Legislature’s 60-day regular session, RAFA’s primary responsibility is the provision of fiscal notes. Fiscal notes are analyses of the effects of proposed legislation on the revenues and expenditures of state government. This information is used by members, committee staff, and the public.

The remainder of the year RAFA researches policies and other topics of interest on behalf of the Legislature. These include topics of interest for interim committees or individual members, including policies that have been implemented in other states, what the impacts of such policies were, what impacts policies may have in West Virginia, and what cautions or caveats may exist moving forward. This research will often take the form of a report which is then delivered to members directly or via presentation during the Legislature’s interim meetings throughout the year.

  • the ability to be objective and non-partisan
  • the ability to work extended hours during the legislative session and interim days
  • prior experience using Microsoft Word and Excel
  • prior experience with statistical software such as Stata, R, Python, SAS, SPSS, or Matlab preferred, but not required

Qualifications:

A bachelor’s degree in Public Administration, Public Policy, Economics, Political Science, Finance, or a related discipline.

Prior experience in state government or public policy is preferred, but not required.

Candidates with relevant master’s degrees are eligible for a higher starting salary, but again not required.
