Position: Director of Legislative Rule-Making
Summary of Position: The West Virginia Legislature is seeking a highly organized, detail-oriented professional to serve as Director of Legislative Rule-Making. This position plays a critical role in overseeing the legislative rule-making process, ensuring compliance with statutory requirements, and facilitating effective communication between agencies, legislators, and stakeholders. The ideal candidate will possess exceptional analytical abilities, strong written and verbal communication skills, and a thorough understanding of legislative or regulatory processes.
Responsibilities:
- Review agency rules for accuracy, consistency, and compliance with applicable laws and legislative intent.
- Coordinate with state agencies, legislative committees, and legal counsel to facilitate rule development and revisions.
- Prepare detailed reports, summaries, and recommendations for legislative leadership and committees.
- Track deadlines, submissions, and procedural requirements to ensure timely progression of rules.
- Serve as a liaison between lawmakers, staff, and external stakeholders regarding rule-making matters.
- Provide guidance to agencies on rule drafting standards, formatting, and statutory requirements.
- Assist in the preparation and execution of rule-making committee meetings and hearings.
- Maintain accurate records and documentation of all rule-making activities.
Required Education and Skills:
- Bachelor’s degree required; advanced degree in law, public administration, political science, or a related field preferred.
- Experience in legislative processes, administrative law, regulatory affairs, or government operations strongly preferred.
- Exceptional attention to detail and organizational skills.
- Strong written and verbal communication skills, with the ability to convey complex information clearly and concisely.
- Ability to manage multiple projects and deadlines in a fast-paced environment.
- Strong interpersonal skills and the ability to work collaboratively with diverse stakeholders.
